Do the only smart thing and wait til 3.3 before you level another alt (insane increased regen rate until level 15)

Take whatever u can until u get dual wield and then use two slow one handers.

With the way a shaman plays at that level ur weapons dont matter that much, 1h+shield is nice for a little less damage intake, however 2h is nice for a little more burst.

Honestly though for anyone who has leveled a shaman, enhancement doesnt become nor feel like a true melee class until 50ish-60s. At that level melee damage isnt a big part of our damage.
