Culling the herd uptime on PTR'S

Can anyone here comment on a rough estimate of Culling the herd uptime on the ptrs?

I take it will be a talent worth taking regardless of spec but how much is the 3% damamge increase up for?

If I had to guess, it's probably something very close to 100%.

It does have nice uptime indeed, I would say somewhere between 90% and 100%.

I have seen it drop off a good number of times, its probably in the 80-90% range

Ok that sounds quite good then. A definate buff.

Think it makes sense to have 2 points in Go for the throat or would that make no difference?
