which is more beneficial 225 armor or 16 defense?

I'd recommend defense if you are having trouble maintaining 540. Otherwise I'd recommend the agility enchant.

Extra defense is never bad, neither is armor.

Personally I'd recommend the defense if you can change another gem/chant to balance it out, otherwise do Armor / Agility.

ok switched to armor enchant for cloak
now have 26.1k armor 38.1k hp 26.5% dodge 20.5% parry

should i get hp to chest or keep with 22 def

HP IMO. Defense will come flying at you with new level gear. I'm sitting at 274 and the only Def enchant I have is Stoneskin garg.

Although at lower levels... umm t7.5 I used it, but I think you're past that now.

yeah sitting at 557 def was just using it for def orignally and now avoidance but jsut now thought to change it
