This is definitely not one of those changes where you can credit or blame arena. This has more to do with an internal design philosophy to get away from very long cooldowns. You saw it with many of the class changes, where abilities with very long cooldowns had those cooldowns reduced or even cut in half.

Also, it gets us to a place where we can realistically use Infernal in raids on a regular basis.

This is a net dps increase for Affliction.
