Elemental shaman & triump vendor shoulder options

I'm looking at the lvl 245 shoulders at the emblem of triumph vendor, pretty much all the mail gear is either enhancement or mp5, but the cloth shoulders has really nice specs for my elemental shaman either hit or haste, would it matter if i took cloth?

Doesn't matter if you take cloth or not... but I think the shoulder slot it pretty much gonna be t9
