what is the Best U.S. Pve server?

Hey, i already have a server which i have some 80's on in good gear... but i wanted to try to level an alt on a server where he can get good gear. i focus mainly on pve. so which server would have the best pve? like i guess ameasure would be # of guilds clearing hard mode end game content or just the general gear or a average joe. I know its a hard question but any helpwould be appriciated. These are U.S servers btw.
