Sanctified Wrath, Zealotry and Empowered Judgements are well over the top, 40% of the damage done heals you? You would never need to use fol again.

Personally, OP, I think retribution needs an overhaul to really excel at PvP. Our rotation and utility is so easily countered, and so easily used, it's beyond just 'patch talent'ing, like in 3.0. Apart from that, yeah, pretty much everything you added, barring the interrupt, was pretty powerful. It looks like we're 20 second juggernaughts, then after that, 12 second heal batteries while we batter on someone. At that stage the match would likely be over.

All of your ideas are unfortunately, very poor and imbalanced. You want your class to have everything every other class is getting. You want to turn Avenging Wrath into a bladestorm with no penalties. 40% of all damage done?, so putting out 10k dps means you also heal for about 4k HPS ?. Lot's of thought into that one.
There is one good part to your thinking - putting Crusader Strike so low. Paladin leveling is very dull waiting for white weapon swings at the low level and then judging. Lowering the damage of judgements at that level and giving them an extra button to press is a step in the right direction.
Everyone needs an interrupt - but not paladins at the moment, not until something is done to balance their ease. What someone said about having the AoW proc capable of interrupting is a step in the right direction but, aow procs too often it may aswell not be part of the aow and be on always. Instead it could reverse the effect, have an interrupt that prevents AoW for proccing for 8 seconds - and have HoJ have the 3 second interrupt for PvE (can't remember if it does already). And the interrupt on a 16 second cooldown. - That is balance, then you would use the interrupt only on the very important spells in PVP, and when you interrupt your dps/healing goes down.
That is how you balance. Getting tunnel vision and going "this would be awesome!!!" is what is likely happened in the Blizz dev office when 3 of the developers in there were paladins.

OP just gave people yet another reason to hate ret pally players. Kudos.
Let Blizz stick to revamping your DPS tree. Heck, I'd be fine if they just removed it. It would at least either return the paladin community back to it's original numbers and not "look 10 DPS in LFG and 8 of them are ret with no other spec" or force paladins to learn what a hybrid actually is.
Coming from a priest that isn't just shadow or holy/pvpdisc, I think I can say that.

you all sit here bickering, blizzard will release some new abilities and realize that pallies do too much burst in arenas, then nerf some other core ability and ill slowly fall down the damage meter so now instead of fighting for #2 with a feral druid, i get to sit down at #10.... why? because arenas fucked this game over and everyone playing that class gets to suffer because of balance issues with them. So all im really saying is... ret pallies are in a good position right now.
