Can I myself add the fact that you still need to overcome hit loss given the Dual Wield penalty? I mean, sure your specials are based off the same hit, but last I checked there isn't an "infinite rage" scenario that lets you Rune/Frost Strike every white attack even on 2H (let alone 1h's which are predominately faster, even if they're "slow").

And sure, white hits may not be the bulk of your threat gen, they still count for a nice chunk.

i think DW with hit penalty still do more white damage than 2H , not counting more OB BS FS damage

You do not need to overcome the hit loss at all. While white attacks do add a considerable amount of damage and threat, they're not significant enough to warrant excessive hit stacking. Capping melee specials (5%, due to NoCS) is all you need to strive for. Capping spells too is a nice boon, but absolutely not required.

Sure it hurts a little when your KM+Rime misses, but that's very rare.
