is there an add-on that allows you to veiw all your toons recipies and proff skills from any toon?

I don't know about an addon but you could make a macro and store it in your general macros

I use TradeSkillInfo. It's a listing of all the items that can be made via tradeskills in the game. They're sorted by skill that makes them, and the skill level needed. You can choose to filter - self can make, self can learn, self will be able to learn, alts can make, alts can learn, alts will be able to learn. It also allows you to search by name of recipe or by ingredient.

It also includes information on which vendors sell different recipes, or whether they're trained or a drop, as well as at what skill level they turn yellow/green/grey.
