Your first strategy should be to beef up on your resto shaman knowledge, what macros help, when to use which heals, what totems, etc.
If you have the skill factor locked down, you can carry most any pug heroic 5-man you jump into, thus riding the gear gravy train quickly. Your first goal, badge-wise, should be either the 245 resto relic, or else the new 251 relic, if the new one winds up being 25 badges like the old ones.
After that, save 60 triumph badges for 2 pieces of level 232 T9 resto gear - this will be gloves and shoulders. After that, spend the next 100 triumph badges on the other 2 pieces of 232 T9, and/or 35 badges on the circle of the heartmender (35 triumph badges). Save your new (frost?) badges for the most easily-obtained (cheap) upgrades, like rings, neck, cloak. Weapon/sheild-wise, you want the healing mace from nexus, after the level 75 mace, then the healing mace from 25 champions seals, followed by the level 219 mace from 5 man heroic ToC. You also want the healing shield from (35?) heroic badges, or else just stick with one of the blue level 200 healing shields (can't remember what instances). A shield will serve you better in pugs, than a higher-SP offhand, due to occasionally getting whacked when the pug tank has trouble keeping aggro, imo.
If your guild is helping you, have them drag you through regular toc5 until you get the healing trinket, and then heroic toc5, until you get the resto pieces from there. In no time, you'll be able to hop into quick ToC 10 groups for even easier loot, then 25 ToC regular runs for 245 gear. Again, if you bring the skill, the gear will flow pretty quickly, simply by virtue of you being a good healer.
