You clearly implied it's a waste because "you almost always have a ret pally in your raid."
That implies it's not worth bothering even for those moment you don't happen to have that ret pally in your raid.

And yes, that's exactly what that comment implies.

You can 100% assume you have a Ret Paladin in your raid.

Just like you assume you have a Druid for GotW, a Shaman for Hero/BL, A <insert spec here> for Replenishment, etc.

If you run raids with a normal raid comp, you should have about 95% of all buffs covered.

You still want a good raid compostion.

Stacking 8 Arcane Mages, 8 Rogues, 3 Prot Paladins, and 6 Disc Priests wont get you far.
