Can a Game master give you achivment?

No. They are most likely following some hard rules about it.

Lets look at the Evidence.

All but 2/3 people in the raid got the achivement - Ding, there yah go. Proof is there and they can check to make sure you were present for the kill.

No-one else got the achivment, then no.

Not a feature that's going to be avaliable to your run of the Mill front line GM mind, so they can keep track of what is being rewarded retroactivly and ensure that it isn't being abused

It's most likely not a feature given to every GM to avoid situations where someone is given

They gave me my explorer title, since It bugged and wouldnt let me finish the final zone in Felwood.

They did say they rarely do this, but they said I should consider it as a "gift" for reporting tons of gold farming bots.

I report about 5 bots a day, no idea where they come from
