How to properly balance PvP in an MMO:

Step one,
Every class must have exactly the same abilities, you can change the names according to class, but that may result in complaints eg: "The Mage's Fireball is weaker than a Paladin's Ball of Fire! please nerf Pallys!"
Step two,
Every class must be able to equip exactly the same gear, Priests can equip Plate, along with Warriors and everyone else. That way no one feels like they are squishier than another class.
Step three,
Remove all stats from gear, make it completely cosmetic. This way no one complains about someone else's gear being better than their own and everyone just uses base stats.
Step four,
Change all abilities in the game to do nothing but a visual effect, except for auto attack which will be the only ability that will do any kind of damage.
Step five,
Remove all RNG from the game by making auto attack's damage a static 1 damage every 2 seconds, unable to miss or crit, and unable to be dodged, blocked, or parried.
Step six,
Remove all races and create one single race called Blob, you can change it's color between Red, Green, and Blue.
Step seven,
Remove all classes except Warrior.
Step eight,
Allow a regeneration rate of 1 health every 2 seconds which increases as your health lowers to a rate of 100 health per second.
This way every player can fight another player with exactly the same abilities, and you'll never have to worry about getting killed by a player with more skill than you because no one will be able to get 200 players together for a single kill in PvP (partially because the only people playing would be whiners from other MMOs who wouldn't have the skill to get 200 players together, let alone get them all to attack the same thing).
