There are zero Frost Badge BiS pieces. Tier Helm and Shoulders should be purchased, but they are not considered BiS until you use tokens to upgrade them (twice each).

In my experience however, it's one of those "if you have to ask, you can't afford it" kinda things. If you have to rely on a BiS list to tell you what's good for your character, the likelihood of you being a good enough player to actually see the drops is slim.

In any event, there's a useful one here. Note that I said "useful" and not "good". There are some mistakes on this list (he subscribes to a "Haste past soft cap is not useful" stance and so there are places where a Haste option exists but he goes with a Crit/MP5 item instead, like on Legs and Neck), but it does allow you to click through to see lists of all decent gear pieces for each slot so you can easily choose the proper options.
