But what is the best possible + haste setup

not sure, but was there a change for haste? right now 100% haste means you shoot twice as fast, so getting near that speed would require really a huge amount of haste..

+ your ammo will be shot away in no time, which sucks

Haste is a fantastically terrible stat for hunters.
