Well, right now I just stack +20 strength gems. Should I be mixing it up and adding in some ArP gems too? Or do all ArP instead of strength.

You'd need either an ArP trinket (Grim Toll, Mjolnir Runestone, or Needle Encrusted Scorpion), or more passive Armor Pen from gear before you start going for armor pen.
And you'd see more of a dps increase then str/arp if you got yourself expertise capped.
Red = STR or ARP
Yellow = STR/Crit
Blue = +10 Stats
As far as on your gear:
Shoulders should be 10/10, legs should be 10/10 and a 20, +10 in either Chest or MH.

arms: 100% arp
fury: 100% strenght
tank: 100% stamina
thats the most common thumbrule, but i change it when i need hit/def/expertise for tanking, ArP for fury or str for arms.
ArP for fury is generally better then Str...

there are plenty of threads, explaining how it all works
if you can get 100% ArP soft or hardcap, go for ArP, if you cant, stay str.
softcap -> passive ArP + trinket proc = 100% ArP
hardcap -> passive ArP = 100% ArP
if you cant get either of the above, stay str and wait till you get a proper trinket.
i advise not to go for NES because it has really crappy proc rating.
it is nonetheless a good filler until you get GT/MJ
