Shadowfrost Shards attainable?

With there still being much confusion on these little bastards, I noticed something interesting. Atlas loot was updated, and I could right click the shards and it would do the scan shit that atlasloot does, and it actually let me link it! From my understanding, to be able to link stuff from atlas loot, it first has to drop and obtained by someone (maybe on your server, not 100% sure about that though). Also, on atlasloot, in the loot table it says "Quest item" (legendary quality) but when you hover over it, it says BoP.
Any thoughts or confirmation on this?

Been like this since 3.3 release, reason is they actually drop, but noone can see them.
