not as useful for Surv as haste, crit and AP. ArP only affects what like 40% of the damage whereas the others affect it all.

No. Haste affects only steady and auto, and only affects steady when you are under the soft-cap for haste (so not during rapid fire or IAotH procs).

Didn't see it mentioned, but there may be an issue with your macros.
If I recall correctly, you've got those pretty much backwards. They should be something like this:

/cast !Autoshot
/cast Silencing Shot
/cast Kill command
/cast <insert GCD ability here>
