the str proc isnt gonna be over 200 if it is a str proc. 2 much QQ from the other dps classes and too much QQ from the str users cause we each get diff bonuses from str

Maybe its just me but all the other exalted rings gave 3 equips + a chance on hit... why would this lack a 3rd equip...

Because str items don't have 3 equips like agi items, instead they have higher base str/stam.
It will most likely have the same stat values as 277 str rings, which is 108 str/116 stam.
