Need before greed loot system not working in BC dungeons

In multiple instances in BC, the loot system seems to be dysfunctional to me. Multiple times the clothies in our group couldn't roll need on an upgrade, but everyone else could. This only happens on uncommon items, not rare (haven't seen epic yet). Would anyone happen to know why this is?

I believe that is because even Blizzard forgot Outland existed. But siriously, report this to the WoW Forums.

They believe it doesn't matter that you use other armor than your own proficiency until a higher level, so I think it's anything above 70 that the need before greed feature kicks in.
