Both FFB and Frost don't use alot of mana.

Remove 5 points from the cookie cutter spec and you'll have something decent.

I'd say FFB. Just use the normal raiding spec + fiery payback

For leveling I would deff say Frost spec. Once u get to ur replenishment you'll never have to drink, even when u aoe grind quest mobs. Its still the most effecient way to level imo.
