Frost decisions

Ok so, as this is a popular thing to do and I need advice, I would like to know what you guys think I should get as my next frost emblem piece. My armory is as follows:

Now, before you guys comment, I know that I have way to much expertise (comes from weapon, cloak and boots mostly) and I am working on getting rid of my pants to switch them for the Legplates of Painful death (or w/e the name is... the 264 crafted pants). With that being said, what should I aim for as my next piece? Should I focus on getting my t10 shoulders and helm for the set bonus or should I look into the leather belt / trinket? I know a lot of people like to keep 2 t9 pieces and have 2 t10 pieces for both set bonuses but the thing is, I'm not as fortunate as others and don't really have access to 25 man content. If I keep t9 pieces, they are the 232 iLevel ones, not the 245. Would it still be better for me to do so?

In terms of raids, as I've said before, 25 man content for now is not really an option for me so I stick to 10 man ICC and that is pretty much it. My guild is more of the casual type so we only get to festergut or rotface and often stop there as people have to leave and such. So any type of help, constructive comments or advice is welcome. PS: I know NES is terrible and I will start farming for banner of victory when I get time this w/e and replace it. Is that good or should I be replacing mirror of truth first? I am also aiming for the hard cap for ArP.
