There's a few reasons why those cities are dead.I say that because neither faction needs a new city, both already have at least 1 dead city. Blizzard is also been verbal of late, regarding player housing, and trying to keep player cities full of life. When both factions already have one dead city it would be silly to toss another in the mix.
They are new and never gained any type of nostalga over the years. There's hundreds of people who could debate for hours over which city is better, IF or SW.
No one has any use for a new city that is not even on the same planet or continent where all of the leveling/instances are.
They were designed by a monkey (See Darnassus)
With the action now coming back to "vanilla"; people might find new reasons to use these cities. Especially since you can now fly.
You pretty much pinpointed why it won't fly in Azeroth. Now if it didn't mention location then you could argue it might fly in Azeroth. Basically it's an all purpose mount. If you are in northrend or Outland it flies, if you are in Azeroth it's just a ground mount. I think people are trying to justify this as a new player city because they "want" it, not because it makes any sense or there's a need.
