Level requirement for turning in DMF items

I am making an new main today. I have saved up a lot of items, including mats to get 'Insane in the Membrane'.

I want to know, at what level can I turn in items such as Thorium Widgets and Rugged Armor Kits? WoWhead and Thottbot list 40, but they have been wrong in the past, and it doesn't sound reasonable to me.

From what I understand you can't turn in those widgets and armorkits all the way up to Exalted, if you didn't know :P
