Icecrown damage/health/healing buff, enabled this week?

So I have heard that since the reset a 5% buff to damage, health and healing has been enabled in icecrown on US servers. I play on an EU server and we don't have it yet, can anyone on a US server confirm whether or not you have the buff?

Don’t realy think so otherwise it would be all over the Front Page and there would be thousands of QQ Post and People saying it will make Hero Lich King total weak sauce (Of course they won’t enable it for Hard Modes Duh) and a Forum Post by Blizz would have apeard by now at least warning us but you never know.

Was just in ICC finishing up before raid IDs reset. The buff is indeed active. 5% HP/Damage/Healing.

Deactivating the buff means it's gone until a soft reset. Not sure if the soft reset will still bring the buff back for a saved ID.
