You didn't quite read what I wrote, but I will explain, his weapon setup is not optimal, because his offhand is slower than his mainhand, creating rage problems on fight with no raid dmg, however he should not change weapons in between themselves because ultimately their weapon dmg is the way you mentioned, he just needs to get a weapon that is faster and same ilvl for his offhand, or get a slower weapon for his main hand.

No, there's no rule that your off hand weapon needs to be faster than your main hand. Rage generation should still be just fine. Maybe you miss a heroic strike here and there, oh well. The OP does not need to switch his weapons, just re-evaluate when you get your next upgrade.
