Arm pen hard cap... Worth it?

Well first off here is my armory

Im at the point where gemming arm pen is a dps increase, though after plugging it into the spreadsheets I am only seeing ~200-300 dps increase from changing all my gems to arm pen, using http://www.wowhead.com/?item=50995 (I dont have this item yet but I have enough emblems for it right now) and http://www.wowhead.com/?item=47915 (I have this sitting in my bags), and arm pen food and elixir. Doing this I find puts me at about 1303 arm pen, or 93.1%. I was wondering if it was worth making the change, since atm I still find myself playing survival more often than marks, though my marks is already out performing my survival slightly on low movement addless fights. Changing my gems to arm pen will basically make my survival spec obsolete, making me contribute less when I am needed for replenishment. I like having the flexibility to swap specs as I or the RL feels needed, though I feel I may be contributing more if I fully regem. I guess the thing that is putting doubt in my mind is that Im not even sure if I would see a noticeable dps increase if I regem.

I realize this is alot of me just thinking out loud, but I would really appreciate other peoples opinions, and dont tell me to go to femaledwarf.com because I have spent quite a while on there trying to figure this all out.

Edit: After looking at the spreadsheet a little more, it shows me losing a mere 90 or so dps from switching out my gems to arm pen for my survival spec, though I guess have 2 pairs of pants, bracers, and the ring, one with agi gems and one with arm pen gems ea helps, so I guess Ill be making the switch when I wake up tommorow.

If you look at the best possible DPS setups for all 3 specs, armor pen is capped. Even survival.

200 - 300 dps is well worth it, for me in my current gear level its only about 30 dps upgrade, but I'm still going for it, just need my T10 chest and gloves which I will have wednesday (will do voa first b4 buying, ya never know ;p).
