Considering it's such a minimal upgrade to the Bastion of Purity heroic...

It should be somewhere along the lines of like 122sp, not 110.

Looks like they pulled the gem budget out of haste and spellpower, not a good way to budget a shield and the reason it looks pretty bad overall.

Thing is that they boosed armor and block on that shield aswell which took away the possibility of giving it more sp. Not like you need that stupid armor/block while healing/dpsing >.<

Armor and block are fixed numbers based off the ilvl and quality of a shield. It works just like weapon dps on a melee weapon or armor on any piece of armor. In other words armor and block may as well be ignored in itemization because even if they are using itemization points they use the same portion of the item points at every level.

I'm actually staring at bastion of purity and wondering if they took the gem budget out of anything at all. If they did they split the budget from all the stats including int and stam, possibly excluding spellpower. Bastion is either overbudget or the best possible example of shield itemization in game.

Off hand I'd say it should be 119 sp. If you look at the non heroic version of the shield and the off hand held items they are all 106 sp. The Heroic versions of the off hand held items have 119 sp while the shield only has 110.

Heroic offhands don't have gem slots, thus they don't have item points pulled out of stats like spellpower to accommodate gems.

Anyway, yeah, it's a very small upgrade compared to other item upgrades from 258 > 277, but yeah, at the end of the day it's up to Blizzard to decide what they wanna do and I'm fairly sure that this post won't help the problem.

Looking at the ToGC shields they have the exact same spell power as the off hand held items and no sign of any stat being reduced to account for the socket.
