What is the requirement for ICC 10/25 heroic ?

I know maybe its a stupid question but in order to play ICC 10/25 you need to defeat ALL the wings (including the killing of Arthas) to be able to run it in Heroic or is it a wing by wing thing? just finish in Normal a wing and then you can go Heoic in that wing?

you need to kill arthas on the respected difficulty. ie, 10m normal arthas kill = 10m hard mode unlocked

One note: the limited attempt pool is no longer applicable for normal modes; it affects hard modes only.
