Does gear bought with honor still require Arana rating?

Does gear bought with honor points still require an Arena rating to use? I've avoided WoW PVP for a long time, and if the new random battleground system goes into place but the best rewards all require an arena rating I'll continue to avoid it. If not I'll give WoW PVP another go to see how it has changed.

You can buy most off-set without Arena Rating.

Waist requires 1300 Rating
Boots requires 1400 Rating

The only pvp weapons available are those from arena points. Its sad, but still.

I guess the random battleground system will be good if I ever feel the need to be ganked by people with much better gear from arenas. :-)
