2.Get hit capped
3.Stop gemming like an idiot. +20 Str & Spell Pen only gems you need.
4. You are over valuing resil you are a plate wearer stop stacking resil like a priest.
5.Replace you head piece with a proper meta.
6. Enchant your stuff.

I'm mainly a pve person with little money, and that's why I have shitty gems. How should I enchant?

And why exactly do I need hit?

But why capped? Don't I only need around 3% to hit things my level?

5% with your racial only need 4%. Or 6% for you to bypass certain racials.

enchants should be the same as pve and shoot for 100-130 spell pen. Spell pen cloak enchant though.
