Well I would guess that it's every month that the buff gets increased, just stipulation. Unsure if this has been confirmed or not.

First, why is this in the Cataclysm forum?
Second, blues said it would be "about once a month." Sometimes it longer, sometimes its shorter. It was 4 weeks this time.
