[AddOn] EPEEN - Inspired by Blizzard's april fools joke

TBH I was hoping for something that looks like the actual April Fools Joke one, a nice narrow blue bar. Making it yellow AND look like a penis only makes it look tackier, and sloppy.

There havent been 24 hours since that cow made the joke into an addon...give him some time will ya?

Added config GUI in the most recent update. You can now set the level that bars orient towards (it is subtracted from each ilvl to make differences more obvious [default:150]) and the minimum level to display bars [default:80].
