Is the Festergut drop (Nerub'ar Stalker's Cord) an upgrade over the Badge Belt (Vengeful Noose) for a MM hunter?

As a side note...a hunter doing ICC that doesn't use any kind of spreadsheet frightens me...I've not done any ICC on my hunter and I still find it extremely helpful in gear choices.

I used the link and thank you. Spreadsheets and calculators are telling me that it is an upgrade but I have my doubts because of the non-linear curve of ArP and I would lose about 10-20 ArP here.

Any second opinions? I think the 10-20 ArP difference between the Noose and the Stalker's is my hang up.

I'm not going to use spreadsheets but I am pretty sure the nerub'ar's is better DPS for a hunter!
