ICC Limited Attempts Question

If all of the limited attempts are used on LK, can he still be done on normal mode?

No you can't you need to save 1 attempt if you want to kill him in normal mode and it's the same raid lockout

It's not a different raid lockout at all.

My current understanding is that if you use all your attempts on heroic mode then you can't attempt it on normal mode. The solution is to leave one attempt remaining then switch over to normal mode.
