Feral PVP questions

Hi there cats and bears!
I've been searching on various forums some guildes about feral pvp but I haven't find something concludent so I have some little questions:
1. How much Spell Pen. should I have?
2. I should use Rake and Rip as often as I could (besides Rogues to keep them "un-vanishing") or I should go Mange then Shred and FB all the way?
