Stratholme will need to be added into the actual game world, and made flyable, so this is maybe part of that. Also the Scourge are in retreat but the area isn't all green and shiny yet, maybe there are quests from the Argent Crusade to help clear Stratholme of the remaining Scourge.

Looking at the satellite maps, it would appear that the Northern portion of Eastern Kingdoms hasn't really received the Cataclysm brush yet. Really not that many discernible changes. You'll probably see more changes as time goes on. Maybe Stratholme will change so that the Argent Crusade is conducting a purge of its own. This time the Scourge.

No, it will not be made flyable. The wall of smoke is there for a reason.

It's been there since vanilla indeed. Back when wallclimbing was possible I climbed up there when exploring what was where Quel'thalas was supposed to be on Eastern Kingdoms. I happened upon a view of Stratholme from below, and the gates we see from EPL. I almost made it up to Stratholme from there, but had to give up eventually.
