Should i make a shammy or lock for pure pvp, other then the rep ring what do you need from pve gear for these classes for arenas and bgs?

Stack resil on both. All you need is AV ring and DFO and you'll rip people apart on either. Personally, 8k LvB makes me giggle.

The answer is neither, and both. Which class is better depends solely on the person behind the toon. Just my opinion.

Locks are less dependant on gear. But neither are super dependent on gear.
