Edit: Get rid of mining and fix your gems and enchants. You should have bought the tier chest.
Time to respec really. But once you hit about 60-70% ArP with gear you should gem it. With the right pieces you can get to 70% easy.
o god get rid of those terrible pants get the crafted ones grab the t10 piece and profit also your meta and gems are all kinds of screwed up

What they're saying is getting the tier 10 legs for blood is a mistake, you want helm/shoulders/chest glvoes for tier set and the crafted legs if you're shooting for ARP. The tier 10 legs do not have ARP and therefore are not optimal for you. If you wanna gem ARP get the tier 10 chest.Originally Posted by classicnguyen

One thing I noticed, you seem to REALLY be below expertise cap(I could be wrong on this, never rolled a DK nor planned on it). I assume thats why you think legs would be better, but really you can get expertise elsewhere.

Until some point in t8 it wasn't worth it to gem expertise as blood even if you were below the cap, but it's certainly worth it now if your gear is even half decent.Originally Posted by baconwing

Right now i have 85% armor pen (its my off spec and i dont have dbw) as blood, you do need to change your spec a bit, and, if you're regemming, you may want to gem for expertise before armorpen. With that being the case, if you're spending gems on expertise, you may not be able to get over that 70% hump.
sure with shaman change there will be people running around shouting "bankai" every time they use unleash weapons.....
gem it when you can get 90% with food and elixir, thats what i do and it awesome.

spec can differ a bit depending on playstyle and rotation, specifically whether you put your second DS before or after your 4 HS streak. if you put it after, your spec works fine. if you put it before, you need one extra point in epidemic for the extra disease duration. the, it also becomes viable to replace GoDD with GoD, but only if you can get a tricks so you can roll your diseases with 6% damage boost.
however, i would suggest moving that point from vampiric blood to improved blood presence. vampiric blood costs a blood rune, which is basically a missing HS and needs to be activated in advance. IBP does not require any maintenance or resources and is basically a passive 15% healing taken increase, allowing your healers to switch to other targets 15% faster.
