What is this UI?

I was wondering who could tell me what UI AddOns where being used to create this interface?

This. It's nothing fancy, Someone just threw some addons together that works for them.

Any proper action bar addon, X-Perl, Recount, some generic tooltip addon, and probably StatBlocks for the fps/latency info by the action bar, Quartz for that countdown bar.

However, there's no reason to seek to use this UI. One can do so much better.

Bartender or Dominos likely to be the action bar mod.
Some button facade skin providing the border for those.
Recount damage meter.
Xperl Unit Frames.
Quartz castbar, providing the instance boot timer in this case too.
DXE (Deus Vox Encounters) Boss Mod, while not visible is indicated by the chat message.
Some chat addon to hide the arrow, could be Chatter/Prat or others.

Nothing else obvious, though I most certainly hope that is not a released UI.
