Seeing as Seal of Vengance/Corruption puts a DoT on all targets hit by, Hammer of the Righteous, judgements, (consecration?), Avenger's Shield and so on. There really is no reason at all to use Seal of Command.
DoTs = Great for tanking, since you don't have to hit that target all the time.

No. The dot ONLY applies with white swings and Hammer bounces.
Reckoning does NOT proc an extra seal, only white damage, which reduces its usefulness.

Get a slow 1h and enjoy the insane cleave damage from SoC/HotR.
