    1400 arp hardcap?

why 1400 it's the arp hardcap? Faerie Fire and sunder armors doesn't count for the hardcap?

Faerie Fire and Sunder Armor do not count toward the Armor Penetration cap. They reduce the target's overall Armor.

Let's say a target has 10k Armor. Sunder Armor (5 Stacks) is applied. That leaves the boss at 8k armor. You still need 100% armor penetration to "penetrate" that 8k armor.

as telric said FF expose armor and sunder armor reduce the armor of the target, armor penetration reduce the damage reduction of the armor

also: A target will never have 0 armor, even with 100% armor penetration.
