more specifically, are we allowed to embed:
flash?
video?
moving images (like gif)?
if we know how to embed it, are we allowed to?
and also, how do you make a list in vBulletin? i tried the old way from SMF, but that did not work.

You can embed movies from specific hosts. There's a list when you click the insert video icon.
You probably can't embed flash. Html is a definite no-go.
Lists are
HTML Code:Normal List

ghj
hg
Numbered List

hgj
nb
you can embed youtube video very easily
use the tags with the full url, like so
http://www.youtube.com/watch?v=NABebQOb798[ /video] (remove the spaces)
then you get this
I'm not sure if it works with other sites, I haven't tried it myself.
I'm just a fan of a brand new wiki: pcgamingwiki.com
A one stop place to help you get your favorite PCGames not only running on your machine, fix issues you might have, find the latest patches from the developers or fans, and more.
It's a brand new site, so help out by contributing.
I believe the ability for users to embed youtube videos is being disabled in the future.
I hope they keep the ability to embed youtube videos (90% sure you couldn't on the old forums though). It's a great tool in my opinion and kind of lowers the amount of rick rolls, other crap and extremely obvious keylogsites people click.
And I don't really see much difference between linking an embedded video and a screenshot, I think they use about equal resources. (an image is completely loaded for everyone viewing the page, an embedded video only has the preview loaded unless you activate it afaik.)
