Being a consistent threat is a big part of it, they can pull their burst very quickly and effectively while providing utility with totems and a little healing when the cards are down. Hex is also effective against all class combinations except teams with 2 or more classes that can dispel curses, on a 45 second CD, if they've already used their trinket and you've got an offensive healer you can usually get them the second time around when combined with another from of silence/cc, not including wind sheer. Wind sheer is of course a consistent pressure and can really mess another caster up. The only real difference in utility between Elemental and Enhancement is that Enhancement has more burst over a cooldown, whereas elemental's burst isn't as reliant on cooldowns above 30 seconds though the short term pressure is lower because of it.
lolwat? 10% stamina too bring us in line with the other melee since shamans have the lowest HP and 6% damage reduction via elemental warding. Am i missing something here. Shamans are squishy, especially enh Shamans. Thats why they work best in burst teams, cause once those wolves are down its over.
