How long to wait for DS CS or Judgement cooldown

Hi, was just wanting some input on something. Say there is 0.5 second cooldown left on one of these three strikes, is it worth using Ex, conc etc instead of waiting? Or let me ask the same question for 1 sec left to cooldown. Can anyone accurately answer this? I come from a MM hunter background and there is certain rules on when to pop off a steady shot and when to wait that extra 0.5 to get off a more powerful shot.

After many months of facerolling, sadly not much has changed and we still use FCFS (First Come First Serve) as our "rotation". What this means is basically that it is better to hit a dps skill that is off cooldown - any skill - rather than wait a second for a certain skill to be ready.

I'd say don't wait ever. In looking over videos of top guilds, the rets seem to favor mashing buttons over waiting.
