Truesilver Transformer, where do I learn to make it???

I've been to Mazk is Booty Bay and Buzzek in Gadetzan and neither of them has the patter/will teach it to me. Anyone know how to learn this?

This is now taught (trained) by Buzzek Bracketswing (Master Engineer) in Gadgetzan for 50s.

If he doesn't have it, you must have learened it already or something.

Or perhaps you need to have golbin engineering or something, it doesn't make it too clear.
