There are clouds in Uldum yep Skywall is encompassed in them above Uldum

I hope that Uldum isn't the only place they put clouds though. It would be nice to have them all around the world.

Uldum is connected to Skywall, which is why there are clouds. I haven't seen them anywhere else.
