I would use Cobra over Steady because Surv has no Arpen. All bosses have armor so cobra is the obvious choice.

They're removing armor penetration as a gear stat anyway, so MM will be the only hunter spec with much of it at all. We don't know how things will be at 85, so it's almost pointless to try and figure out these things just yet. When we can get to 85 in the beta and do some testing, then this question can be answered. Even then, there's no telling how similar the specs in beta will be to the ones in the live build.
