is it just me or is there not a talent in the unholy tree allowing for the permanent ghoul? does this mean that blizzard is making it so every spec has the permanent ghoul?

If you look at the primary skills list for Death Knights, you'll notice that Master of Ghouls is now given to a DK that chooses Unholy when they get their first talent point. So no other spec will be able to have a perma-ghoul.
