Hmm new changes?

I've been playing a prot pally since just before TBC, but I haven't gotten into the forum/patch-preview information until WotLK...
Here is my question to anyone who knows, have paladins EVER been in the first round of changes announced, or is this a new Cataclysm development?
Ever since I have been paying attention to it, they have been the very last one every time.
